ACT 16 in Bulgaria, USING PERMISSION of a Building

Sometimes the developer or the Real Estate Agent tries to convince you at any cost that the complex will be put into operation into a month or two. But a talk with other people or a detailed look of the building often shows that such promises had been given before. But they have been given in vain as the building still doesn’t have the Act 16.


Act 16 in Bulgaria is issued when it is certified that the construction works are fully in accordance with the approved investment project.

Using permission for apartment complexes from 4th and 5th category are issued by the local Council. It is discussed if Act 16 for apartment complexes with height over 15 meters should be issued by the Council. Now these buildings are certified as 3th category and they are put into operation by the Department of National Construction Control. A special commission tests all devices and systems. The aim is to be checked and tested the power and quality of the building. In that way it is proved that the building has no any aberrations from the project and requirements for security. The final act after the tests is Act 16, or it is called also Using permission of the Building. Act 16 certifies that the building is save and that it is put in operation.
